I don't know whether you would wish to see the draft telegram to the Governor of Hong Kong which Mr. Palmer has put up. I am sending it on to you in case you do. Would you please 'at-once" it and send it on to the Telegraph Section.

I have had a word with Mr. Palmer about paragraph 5 of this draft. I feel myself that it would be better if a separate telegram were sent off about Mr. Follow's visit, referring not only to the supplementary provision to be made for Hong Kong, but also to the other financial questions which we wished to discuss with him, as set out in the savingram which is now under reference to the Treasury for concurrence. We could, I think, get this separate telegram off without waiting for Treasury concurrence in the savingram. If you agree, would you kindly strike out paragraph 5 of the telegram to Hong Kong and mark the file to be recirculated quickly for a further telegram to Hong Kong about Mr. Follow's visit.
